REGULAR UNDP COUNTRY PROGRAMMING ACTIVITIES AND LINKAGES TO THE SIDS POA


11.1 Review of the UNDP Fifth Country Programming Cycle 1992-1996.


Although the UNDP Fifth Country Programming Cycle was not focused specifically on the SIDS Priority Areas, some ongoing programmes and projects are of direct relevance in supporting national strategies for sustainable development. Additionally, UNDP also utilized whatever opportunities it could, either to link, or to re-orient existing activities to the SIDS priorities.


11.2 The situation for OECS SIDS


In an attempt to analyse the relevance of existing programme activities with respect to SIDS issues and with respect to the social and environmental dimensions of SHD, an exhaustive exercise was undertaken to quantify elements related to environment, gender and NGO participation as percentages of overall budgetary allocations in OECS Fifth Cycle Projects. Table 2 summarizes the results of this exercise for this CARICOM sub-region. Recommendations made for use of the findings of this exercise to guide the mid-term review (MTR) process where possible, in the reorientation of projects to reflect SIDS and SHD perspectives, had been accepted in principle by

staff responsible for programming activities in UNDP, Barbados. However, the operationalization of this approach proved to be somewhat more difficult given limited timeframes for completing MTRs for the OECS.
Within this sub-region, UNDP support was provided at the national level using UNDP country programming resources with an abbreviated country name as part of the project number); and at the sub-regional level within the framework of the UNDP Multi-island Programme (identified in Table with an abbreviated prefix CAR as part of the project number). Total UNDP support within the OECS amounted to US$7.2 million, although it has been determined that only 22% of these resources addressed areas relevant to the SIDS POA.
During the exercise it was interesting to note that even for projects that were largely environment focused, more than 60% of budgets were allocated to project activities that would have little lasting impact upon SIDS related priorities. In this context it was recommended that UNDP should pay special attention to its programming activities for the planned Sixth Cycle to ensure that higher outputs of environmental and social concerns should be included.


11.3 UNDP OECS Multi Island Programme

The following areas of concentration were supported during the Fifth Programme Cycle:
- Management Development:
To support the OECS objectives for the establishment of a single market, including trade liberalization, greater subregional economic integration, national efforts at reform of the public sector and investment in human capital

Environmental Protection and Resource Management:
To enhance institutional capacities to reduce environmental degradation, refine land use and spatial planning policies and protect marine resources

Poverty Reduction:
Through employment creation with emphasis on the creation of new linkages between the public and private sectors, non-governmental organizations and community groups to increase productive opportunities, particularly for vulnerable groups such as women and youth
Total funding comprising a mix of countries’ IPFs, cost-sharing and other resources for sub-regional projects under these themes, was US$5.634 million. Several of the SIDS priority areas were (or are being) addressed, with major support for the following; natural and environmental disasters, management of wastes, coastal and marine resources, land resources, biodiversity resources, national institutions and administrative capacity, regional institutions and technical co-operation, science and technology and human resource development.


11.4 Other CARICOM SIDS


It was not possible for a similar exercise to be undertaken by the Caribbean SDA for UNDP programmes in other Caribbean SIDS, but it is quite likely that similar percentages would result. It is hoped that continued joint efforts with ECLAC as was initiated with the SIDS Projects and Programmes database compiled by ECLAC, would seek to analyse on the basis of objective SIDS POA/SHD criteria, the relevance of donor support to Caribbean SIDS (including UNDP support).
In CARICOM SIDS outside of the OECS, programme support was also provided using two programming modalities; UNDP Country Programmes and the UNDP Regional Programme. Programme and project summaries for Guyana, Jamaica are included in Appendices 3 and 4 and outlines of projects under the Regional Programme are contained in paragraph 12.0 Section 9.
