1.0 INTRODUCTION

The UNDP Country Offices of Barbados, Guyana, Jamaica and Trinidad and Tobago provide development support to twenty four Caribbean SIDS (Table 1).

Additionally, support for other national or regional initiatives in the Caribbean is provided and/or managed through several New York based units of UNDP. These include;

• the Caribbean Division of the Regional Bureau for Latin America and the Caribbean (RBLAC) which has, in addition to oversight responsibility for the work of Country Offices, is responsible for developing and managing regional projects through its Regional Programme (Paragraph 12.0 Section 9 ).

• the Special Unit for Technical Cooperation among Developing Countries (SU/TCDC) which provides financial and technical support and oversight for national level and regional initiatives, particularly in fulfillment of its mandate for implementing the Small Island Developing States Technical Assistance Programme (SIDSTAP) (Paragraph 5.0 Section 3 )

• the Capacity 21 Unit which provides financial support and programme monitoring for its regional project on capacity building for sustainable development signed at the SIDS Conference (Paragraph 4.0 Section 2 )

• the GEF Unit through its Coordinators in RBLAC and coordinators for the GEF Small Grants Programme provide financial and technical support for the development of national and regional projects (Paragraph 6.0 Section 4 )

• the Sustainable Development Network Programme which provides technical support in fulfillment of its mandate for implementing the Small Island Developing States Information Network (SIDSNET) (Paragraph 9.0 Section 6)

This review attempts to cover items posed in the questionnaire circulated to agencies and NGOs by the Economic Commission for Latin America and the Caribbean (ECLAC) as part of its preparatory activities for the Ministerial Meeting on the Implementation of the SIDS Programme of Action scheduled for 10 - 14 November 1997 in Barbados. Questionnaire elements are utilized where possible but responses are not limited to those in order to provide as comprehensive an overview as possible of UNDP’s programming activities in support of sustainable development within and outside of the framework of the SIDS POA.

The report focuses on two broad areas; initiatives in support of implementation of the SIDS POA (and Agenda 21) and initiatives undertaken as part of regular UNDP Country Office Programming in support of sustainable human development. Reporting here on the first covers activities at the level of Country Offices and those funded through and/or managed by UNDP Headquarters units in collaboration with the Caribbean SDA or with other Country Office environment /sustainable development focal points; and reports on the latter covers all areas of UNDP programming.
