GENERAL ADMINISTRATION

The overall responsibility for the operations of this Ministry is centred in the offices of the Minister and the Permanent SECRETARY.  The Minister’s office provides the vision, the direction and the policies, which drive the work of the Ministry, whereas the Office of the Permanent Secretary is the executive arm of the Ministry.  Its primary responsibilities are advising the Minister on technical issues and on matters of policy, implementing programmes and policies, ensuring the effective utilization of human and financial resources and monitoring and controlling the overall operations of the Ministry.

In addition to being the Ministry’s principal accounting officer, the Permanent Secretary serves as the liaison between his Ministry and the Public Service Ministry and other Central Administrative agencies.

Supporting the work of the offices of the Permanent Secretary and the Minister are the Departments of Finance, Personnel and Registry.

The Budget & Finance Department.  Its main responsibilities are the co-ordination of the budgetary requirements of all units within the Ministry and the preparation of the annual budget; ensuring the availability of finances for the operations of the Ministry, and creating a well-regulated cash flow.  Other major responsibilities are the maintenance of efficient financial records, ensuring that proper accounting practices are followed and that all practices and procedures are in compliance with approved financial administration and audit regulations.

The Personnel Department. Its primary responsibilities are to ensure the efficient implementation of all approved personnel policies and practices to the satisfaction of both management and staff; to promote the development and training of staff, as well as the development of welfare programmes which actively promote healthy staff relations.

The Registry Department.  This department performs multi-faceted tasks in support of the work of all Departments.  These include responsibility for the receipt and dispatch of mail, the provision of typing, photocopying and duplicating services.
