To facilitate policy analysis and development, provide overall co-ordination, direction, monitoring and evaluation for agricultural services planning, including the verification, preparation, monitoring and reporting on programmes and projects within the agricultural sector.

  • Prepare regular analysis of key sub-sectors and related policies;
  • Assist in the development of sectoral strategies relating to production, internal marketing, international trade, and others;
  • Provide policy advice to senior management;
  • Propose measures for institutional strengthening and reform of the Ministry and related agencies;
  • Provide support to all aspects of project cycle management (identification, preparation, implementation;
  • Support the negotiations with donor and technical assistance agencies with respect to project identification, preparation and implementation;
  • Monitor the fulfillment of conditions precedent to disbursement of loan and grant funds;
  • Monitor the project cycle process and prepare reports on project status;
  • Intensive monitoring of selected projects;
  • Analyse key policy areas which impinge on the project cycle;
  • Analyse selected project proposals for agricultural and related investment;
  • Monitor and facilitate access to technical assistance programmes;
  • Provide in-house training in project cycle management and policy analysis;.
  • Maintain a computerised database of current & historical statistics and other information;
  • Participate in various committees and working groups dealing with matters of agricultural interest;
  • Provide information to interested members of the public & develop public access information system;
  • Assist in disseminating the Ministry's policies and programmes;
  • Prepare annual report;
  • Compile the Ministry's annual report.
