The Guyana Education Access Project

The Guyana Education Access Project aims to provide MoE with lessons and experiences which contribute towards implementing full access to quality secondary education, (USE). The importance of USE and GEAP's role can be summarised as follows:

MoE Education Development Strategy for 2003 - 2007:	"A key focus of effort during the next planning period (2003-2007 ) will be on universal coverage up to secondary education, quality in all education services and increased participation of all sectors in society"
GEAP Output-to-Purpose Review Report of September 2001:	"The GEAP initiative was intended to provide MoE with models for national replication…"

The "GEAP Papers" Series

The "GEAP Papers" report on lessons and experiences across the full range of GEAP development activities, providing recommendations and ideas for MoE to apply as appropriate in support of replication. The overall series is sub-divided into groups of papers under five theme headings:

Structure of Individual "GEAP Papers"

The papers vary in length & format, depending on subject matter, degree of detail needed to support arguments and target audience. In general, however, the intention across all papers is to:

Highlight experiences learnt & points to note for replication
Restrict theoretical / academic comment to the minimum necessary
Focus on the specific subject matter, while remembering that it is not always possible to do this in isolation from larger, policy issues (eg. teacher retention, qualifications and morale are key factors in any discussion of classroom performance).
Keep the body of each paper brief, but provide informative & helpful Annexes.
Suggest steps which will allow MoE to make progress and/or achieve early impact and indicate what further inputs GEAP can offer in the area under discussion.
